St George Illawarra will have around $1 million of its salary cap to spend after the exits of stars Mark Gasnier and Jason Ryles, but there's no players for sale.
Wayne Bennett will walk into the Dragons' lair at the end of the season with an open chequebook and a team brimming with young talent.
He will have to decide where the club lacks depth and target areas like the front row and playmaker roles.
Mercury columnist and former Steelers coach Allan Fitzgibbon said there would be no quick fix for the loss of Gasnier.
"Players of his calibre don't come along all that often," Fitzgibbon said.
"They probably had a perfect replacement in Josh Morris, but he has already gone to Canterbury.
"I know (conditioning coach ) Paul McGregor has big raps on Morris and if they knew Gasnier was going he would probably still be with the club."
The Dragons may have to look at candidates like ex-Australian centre Matt King, who plays for Warrington in the English Super League, and Bronco young gun Darius Boyd.
Fitzgibbon believes Bennett is the best man to solve the problem which faces St George Illawarra.
The Brisbane mentor could bring a couple of Broncos with him when he moves to the Dragons.
"Wayne will have the players he wants and he has proven he is the master of getting the most out of his players," Fitzgibbon said.
"The main problem I can see is that there isn't that many top players on the market at the moment.
"Most of the real good players are signed now, so it might take a couple of years for (the Dragons) to make a high-profile signing.
"It's a great position to be in, having so much room to move under the salary cap and I'm sure Bennett will be the envy of a lot of other coaches."
Dragons chief executive Peter Doust admitted the high-profile departures would leave plenty of money available.
He indicated there were no players the club had an immediate interest in and that it would concentrate on resigning the promising group of juniors coming through the ranks.
"We won't overreact and we won't rush off (to buy players)," Doust said.
"We will wait and see what we can do about balancing our roster."
